The Central Government made some amendments to the Forest (Conservation) Rules 2003. The clause 'Conservator of Forests' has been added. Rule 6 has been substituted with the new Rule 6 namely, "Submission of proposal seeking approval of the central government under section 2 of the Act". Under this Rule, any agency is required to give suggestions for restriction on the use of any forest land for any non-forest purpose in order to minimise adverse environmental impact. Rule 7 has been substituted with the procedure for "Processing of proposals received by the Central Government". Form-C, for seeking prior approval under section 2 of the proposals by the state governments and other authorities for prospecting of minerals in forest land, is given in Part II. A form, which gives details to be filled by the concerned Deputy Conservator of Forests has to be submitted as Part III. The Nodal Officer or Principal Chief Conservator of Forests or Head of Forest Department has to give detailed opinion and specific recommendation for acceptance or otherwise of the proposal. Finally the Secretary, in-charge of the forest department or any other authorized officer has to give the recommendations of the state government.
